Isa Perkasa was born on June 21, 1964 in Majalengka, West Java. During 1985-1993, Isa received his education at the Faculty of Art and Design, Bandung Institute of Technology. Isa then attended two residencies, namely at "Artist in residence-Nagasawa Art Park" in Tsuna, Japan (1997), and "Artist in residence at Pacific Bridge Gallery", Oakland, America (1999). Isa has formed several Performance groups- Art since 1988, including the Sumber Waras Group, Ginger Perengkel Group and Nyeuneu Nyeni Group. Since 1999, Isa has been a curator at the Tea House Gallery, West Java Cultural Park. Isa received two awards in 1998, namely "Five Big Phillips Morris Indonesia Art Award" in Jakarta, and "Jurror Choice top five Phillip Morris Asia Art Award" in Hanoi, Vietnam.
